Google Fiber right now is only available in Kansas City, both Missouri and Utah, but will be available in Austin, Texas and Provo, Utah in the near future. They have not stopped there they plan to expand to more cities after they get a good feel for what people want and if they enjoy their product. If your wondering why only a limited portion of the U.S has access to this it is because a lot of places are not wired up for fiber optics yet.
